Economista (1946). Licenciatura Universidad de Costa Rica (1971). Maestría Louisiana State University, USA (1973). Catedrático de Política Económica de la Escuela de Economía, UCR. Fue Director del Instituto de Investigaciones Económicas de la UCR y Vicedecano de la Facultad de Ciencias Económicas UCR. Consultor de varios organismos internacionales: CEPAL, BID, IICA, FAO, PNUD.
En la función publica ha ocupado los cargos de Ministro de Planificación, miembro de la Junta Directiva del Banco Central de Costa Rica y directivo del Instituto Costarricense de Electricidad. Además, formó parte de la Comisión de Reforma del Estado (COREC) y fue presidente del Colegio de Profesionales en Ciencias Económicas.
Director del Programa Sociedad de la Información y el Conocimiento de la Universidad de Costa Rica (PROSIC) 2005-2011 y Coordinador del Nodo Centroamericano de la Red Latinoamericana de Política Comercial (LATN). Actualmente es profesor jubilado de la UCR luego de 41 años de servicio activo en la docencia y la investigación.
